You cannot stop users from downloading files which could end up being a virus or malware but what you can do is (protect the system from sites which sets up automatic downloads, forceful redirects, cookie trackers, modification attempts… etc) I Like what comodo does on this video, so similar to this, Brave shields needs to be improved to be in par with Antivirus softwares.
